Minister Grados will promote labor insertion of young people and social dialogue during the first 100 days

The minister of Labor and Employment Promotion, Alfonso Grados announced the actions that his sector will prioritize during the first 100 days which will focus on labor formalization, employability of vulnerable groups, promotion of social dialogue and labor insertion of young people.

Also, he reported that the MTPE will begin the National Registry of Civil Construction Workers (RETCC in Spanish) in areas with high crime rates such as Lima Metropolitana and Callao during the second half of October.

“We have initiated our management with the implementation of the RETCC in La Libertad, whereby there are 19 regions registered. We expect to reach 200 thousand registered workers by the end of this year”, he pointed.

Grados Carraro said that implementation of RETCC in the five missing regions (Junín, Pasco, Loreto, Huancavelica and Madre de Dios) will begin this year and will end in 2017, then proceed to update of Civil Construction Unions members according of registered workers.

 

Labor insertion for young people

In order to improve the youth insertion into labor market, minister Grados pointed that Employment Center services will be strengthen in Lima Metropolitana and Arequipa, Ica, La Libertad, Lambayeque, Piura and San Martin regions with support from Inter-American Development Bank (IADB)

“We will implement Employment Center offices in Gamarra and Chamber of Commerce of Lima, providing appropriate services and we will create an IT platform with the Ministry of Internal Affairs, National Registry of Identification and Civil Status (RENIEC in Spanish) and National Superintendence of Tributary Administration (SUNAT in Spanish)”, he said.

Also, job vacancies will be offered through three Employment Week Fairs which will be held in Lima Norte, Lima Este and Lima Sur with the participation of 450 companies.

Additionally, a strategic Alliance with business associations will be established to expand the coverage of dual training of lower-income young people and the first decentralized module of telecommuting will be implemented in Lambayeque Region.

 

Labor Formalization

Minister Grados Carraro added that “Formalízate Ahora” Fairs in Trujillo, Ica and Gamarra will promote and facilitate the formalization process of the employer or entrepreneur. 

Formalízate Ahora has attended more than 29 thousand people with services and consultations about companies’ formation, getting RUC and SOL code, authorization to issue payment vouchers, REMYPE’s registry, operating license, among others.

 

Violence against women support

In other moment, the minister Grados added that MTPE and the Ministry of Women and vulnerable populations will subscribe an arrangement to generate employment opportunities for women victims of violence.

“We will give information of the Employment Center Services of Lima Metropolitana to the women’s emergency centers for their registration in the labor exchange and training in order to generate their own business. Also, their teenagers can receive vocational orientation”, he detailed.

 

Promoting social dialogue

About social dialogue, minister Grados remarked that the National Council of Labor and Employment Promotion (CNTPE in Spanish) will be strengthened on labor legislation that promotes the productivity and guarantee the worker’s rights.

In this way, the decent and productive employment will be protected and promoted as national development axis.

 

Child labor

Finally, Grados Carraro, remarked that the First National Survey of Child Labor will be coordinated between MTPE, National Institute of Statistics and Informatics (INEI in Spanish) and the International Labour Organization (ILO) to focalize public policies to prevent and eradicate child labor, giving official data about the amount of children and teenagers that work, and labor activities that they do.
