MTPE strengthen the National Council of Labor as a forum for dialogue and labor concertation

Government of President Kuczynski reaffirmed its commitment to give effective response to the priorities of the sector. :: Published 09/09/2016

In order to promote the constructive and propositive dialogue among employers, workers and the executive, the National Council of Labor and Employment Promotion (CNTPE in Spanish) was re-launched this morning with the presence of President Pedro Pablo Kuczynki and the minister, Alfonso Grados.  

“This way, the government reaffirms its commitment to strengthen the National Council of Labor as a forum of social dialogue and labor concertation, giving an effective response to the priorities of this sector”, the minister pointed.

He added that CNTPE must to put into agenda these terms that encourage the modernization of the labor process to generate higher levels of employment, formality and productivity in the country.

Minister Alfonso Grados remembered that the relaunching of the Council is one of the actions than announced for the first hundred days.  

“To take a chance on a democratic country means to also work in its prevention, analysis and resolution, through the establishment of a culture of dialogue and of tripartite nature”, Grados Carrraro highlighted.

The vicepresident of the General Confederation of Workers of Peru (CGTP in spanish), Juan José Gorriti; the general secretary of the Confederation of workers of Peru (CTP in spanish), Elías Grijalva; the president of the Unitary Central of workers of Peru (CUT in Spanish), Julio César Bazán, and the general secretary of the Autonomous Center of workers of Peru, Víctor Irala were in the extraordinary session.

The president of the Chamber of Commerce of Lima, Mario Mongilardi; the president of National Society of Industries, Andreas von Wedemeyer; the president of the Governing Board of CAPECO, Francisco Osores; the president of the National Society of Mining, Petroleum and Energy, Carlos Gálvez; the president of National Society of Fishery, Elena Conterno; the president of the Association of Exporters, Juan Varrillas and the general manager of the Peru’s Confederation of Private Business Institutions (CONFIEP in Spanish) Claudia Cornejo attended the meeting as representatives of employer sector.  

Also, the president of the Conglomerates of the small business of Perú, Diógenes Alva; the executive president of the Association of Small and Medium industrials of Perú, Víctor Álvarez, and the representative of the Peruvian Exterior Commerce Society, Raisa Rubio.

The manager of the office of the International Labor Organization for Andean countries, Philippe Vanhuynegem was as observer.

 

Promoter of the tripartite dialogue

The former minister of Labor and Indigenous Affairs, Alfonso Grados Bertorini, father of the current minister, installed in 1981 the National tripartite commission that promoted the dialogue, allowing the establishment of the CNTPE. 

Later, the organic laws of the ministry of Labor, Legislative Decree N° 568 of april 5th, 1990 and Law-Decree N° 25927 of December 6th, 1992 reiterated the advisory nature and concertation of this entity, however, a real operation of this forum didn’t exist.

After the period of inactivity, the National Council of Labor and Employment Promotion was reinstalled on January 4th, 2011 during the transitory government of the President Valentín Paniagua Corazao.

The CNTPE has spent fifteen years promoting dialogue sustainably, with tools that contribute to the construction and strengthening of social and labor policies.
